OLHARES SOBRE A POLÍCIA NO BRASIL:
A CONSTRUÇÃO DA ORDEM IMPERIAL NUMA
SOCIEDADE MESTIÇA

RESUMO: Ao correr os olhos nas aquarelas do alemão Johann Moritz Rugendas e do francês Jean- Baptiste Debret é possível identificar ações da polícia no cotidiano brasileiro, e mais especificamente do Rio de Janeiro, nas primeiras décadas do século XIX. A iconografia, em diálogo com outras fontes, lança luz sobre as estratégias de institucionalização da polícia numa sociedade composta, em sua maioria, por negros e mestiços. Uma das grandes contradições de uma cidade que pretendia ter polícia era a tarefa de manter a manutenção da escravidão. Assim, a necessidade de manter a ordem e o controle através de mecanismos repressivos impediu o surgimento de instituições responsáveis pela polícia enquanto guardiã dos direitos do homem e do cidadão. Entretanto, na esfera cotidiana observam-se acomodações e “desvios de conduta” de militares responsáveis pela polícia que interagiam com as comunidades locais, formadas por negros e mestiços.

ABSTRACT: As we look at the watercolors by Johann Moritz Rugendas and Jean-Baptiste Debret, we can identify activities of the police in Brazilian daylife, specially in Rio de Janeiro, during the first decades of 19th century. The images, along with other historical sources, shad a light over the strategies of the police in a society which was formed, mostly, by black people and “mestizos/mulattoes”. One of the biggest contradictions of a city that intended to have a police corps was the task it had to perform: to help to maintain the slavery system. Therefore, the need of maintaining order and control through violent means prevented the development / rising of institutions that would guarantee the rights of men and citizens. Although, in everyday life we can observe "adjustments" and “behavior deviance” of police officers, responsible for the police, which got along with the local communities, formed by black people and “mestizos/mulattoes” (multiracial / multiethnic people).
